I’m pretty confused about what is even going on. Is the intention that you’d unlock the padlock to leave the door open, and lock the padlock when you want the closer to work properly?

Lori, this is one of the best weird fixes you’ve come across! It could be that someone wanted to limit the swing of the door and didn’t know there are stop arm closers available.
It appears to me that someone may have been re-connecting the closer and the padlock was a message to STOP?
