This looks like it was constructed similar to a fire escape access, but without stairs on the outside. If it’s allowed for a fire escape then I don’t see a reason not to allow it on the ground floor, especially since this looks like an elementary school where kids could more easily fit under the low ceiling.
A few other issues that would be prohibited in new buildings:
– A handrail is only provided on one side of the inside stair.
– The handrail coincides with the top of the guard, but new handrails must be 34-38 inches in height whereas guards must be 42 inches in height.
– The mini door leads to the outside but does not have a tactile exit sign (i.e. “EXIT” in raised characters and Braille).
