If this door swings out, might be OK as long as ingress is not needed. Have to see the other side to confirm and the have the local AHJ check and confirm if it is acceptable

I’m pretty sure the hedge is on the egress side of the door – the exit sign is pointing out.

The planters are on rollers, they swing, when the doors are opened!!!

If this photo was taken in the last year and it is a restaurant more than likely this would be for covid rules with capacity limitations and human flow through the building. Planters are on rollers and can be moved to exit the building in an emergency. My guess…
