It will be fine once the shag carpeting is installed!
To clear the un-shoveled snow / ice in winter . Perhaps to let the rats out during the fumigation process .
To release static air pressure when exhaust fans engaged .
Tired of ripping through extension cords trying to get the car warmer or charger plugged in or to charge the battery in the new Battery cars ( EV)
My thought is the transom panel was designed incorrectly. The door is probably 7’, panel should have been 4” taller assuming the egress opening is 3070 of course.
To prevent damage to the cord? Fresh air makeup as part of the ventilation system? To accommodate homeless mice? Door was purchase too short?
The floor looks like it may be subfloor, possibly carpet and/or threshold were removed or never completed, or uneven terrain outside interfering with door swing. If this is an exterior door, it definitely would allow pests to enter.
It looks like they are running a green cable under the door right now. Maybe they sometimes run larger things like hoses under the door but don’t want the complete exposure to the elements that would occur from propping the door open, or propping the door open in that situation might lead people to not see the “emergency exit only” sign.
