This Wordless Wednesday photo was taken in a school – the good news is that this hardware is in the process of being replaced. Remember, if a door is provided for egress purposes, the International Building Code (IBC) requires it to be code-compliant.
Here’s a bonus WW photo from the same site survey. I have been in MANY schools, and these modifications are not uncommon. Hopefully the current focus on school security will mean increased attention to life safety as well.

What is wrong with the panic hardware door making it not code compliant? Would it be the actuator size not meeting minimum requirement of half the doors width?
Is the hasp setup on the other one the problem?
You’re spot on- the actuating portion in the picture is much too short.
As for the Hasp- Right again- that essentially makes the door no longer free for egress, imagine being in that room and someone puts something in there, impeding egress.
