What happens when your door won’t open to 90 degrees – preventing the installation of a door stop? You make do with what you’ve got! This Fixed-it Friday photo illustrates one way to handle that problem. I wonder if it functions as a hold-open too.

Does not look like a rated door but I bet that block wall is structural or a 4 hr rated fire wall.
I suspect the hold open function wore out a while back.
Be sure to let go f the handle before the door is fully open lest you ls a few fingers!
Maybe this should be included in life safety code.
