That is a very Unsafe exit.
Here are the problems I see
1 Wrong swing of door
2 Not properly marked exit
3 Exit sign covered
4 Path to door blocked
5 Missing proper signage on the door
Something to note:
Exit doors especially to the exterior of the building need to be exercised regularly so that in an actual emergency they will function. Doors left like these for years at a time will not function properly; often rusty hinges, frozen closers and debris under the door and atop the thresholds prevent the door from opening and closing properly.
