even dumber, notice as when he is stepping through the broken door he LOOKS DIRECTLY UP AT THE CCTV CAMERA!! seems this guy wants to get caught and is easy for the police department to identify him by facial features
the glass, same as used in car side window glass, safety glass, it will crumble into little pieces when hit to avoid sharp knife like injures if a person breaks it to escape from a building.

The glass he broke into appears to be tempered glass. The glazing he couldn’t break with his head appears to be Lexan XL.
Definitely tempered glass, but there is almost certainly a UV film on it–which is what held it together after the initial break.
I noticed he didn’t stay in there more than 30 seconds. I wonder what scared him off.
Not Lexan. Appears he hit the soft spot of his head. His Brain!
I don’t believe it’s either safety glass or fully tempered. Fully tempered would shatter into much smaller pieces and safety glass, with the reinforcing film between layers of glass shouldn’t break out of the frame piecemeal like the glass shown.
My GUESS would be 1/4-inch heat-strengthened glass (but not fully tempered glass)with a thin solar or reflective film on it. The film would tear with the larger glass shards of the size shown.
i agree that the glass is tempered like windshield automotive glazing (safety glass).
it would consist of a thin layer of film to prevent the tempered glass from shattering to quickly.
