Is that a heating eleement to prevent the lockset and latch from freezing?
Wow! That’s awesome and disturbing at the same time. Is that some kind of jury rigged heating element so the lock doesn’t freeze up?

Looks like an oil pan heater or similar for an automotive application.
Clever idea but sloppy (Temporary I hope!) execution.
My Land Rover used a thin flat (about 1/4″ thick) self adhesive block heater on the oil pan.
That would have been neater but you still would have needed a transformer and wiring.
I’m glad I don’t live in that climate!
Think, they need to us a better weather seal kit, the basic Vinyl does not work in extreme cold temps, Suggest spending a few more dollars on a better weather seal kit. We deal with -30 weather here and winds that blow over 40 mph on a regular bases in thee winter time, and we have found that the Kerf Designed weather seals, provide 10 times better seal than the Basic Vinyl applied in this picture, 4 times the price for cost, but you save over time…. Also, there should be a vent from the furnace over top of the door to heat the area, which I don’t see in the pictures.
If the Heater is 115 vac, there is a huge issue with the cords being on the door….
