One could argue that these creative applications on retail entrance/egress doors are acceptable because the weather is so nice at the beach that when the stores are open, the doors are open.

But then how would one explain this situation a few miles away – sandbags placed to deter water infiltration under an egress door.  Not a cloud in sight and they’re still sitting there.
