I saw today’s Wordless Wednesday photo on the Crap Locksmithing Facebook page, and I’m still wondering what is happening here. Any ideas?

I was going to say not in the USA, not sure where this is?
1. If the mag lock is working maybe fob overrides alarm?
2. Don’t think I have seen a thumb turn on panic hardware? Ok it pulls the latch back and holds it open.
3. Thinking the lever set up is to disable use of lever.
4. There is a thumb turn, just for looks or the weekends.
