I’m not sure how or why this happened, but between the two motions to exit and the concrete block “step” to get up and out of the window well, it’s a no from me. You might be thinking that the door should not be swinging into the building if it is an exit, but in most cases, the door only needs to be outswinging if it is serving an area with a calculated occupant load of 50 people or more.

I have built a lot of staircases over the years and it appears that the rise on that second step is to high, that has to be a code violation. They could have at least added a few more blocks so a guy doesn’t rip the crotch out of his pants running to exit the building.

Obviously, it floods. At least you are out of the building. I am sure there is a better solution. If you are in a wheelchair- good luck.
Judging by the appearance of the cut cmu blocks around the opening this looks like an opening hacked into the wall after the original construction, classy work! Also like the paint job around the exit sign.
Must have been some kind of a serious frost heave…
