I have seen more than one instance of things like this where the lockset latch has been pulled and so the door is push/pull without the deadbolt. However, I don’t see sag in the lever, so I’m not convinced that’s the case here.
Just by looking at this picture you can tell a few different things:
1) Its an employee bathroom. It has a Vacant/Occupied lock on it.
2) All that light coming from the left is probably the exit.
At most this is just a poorly placed exit sign or just needs the arrow knocked out.

I’m really curious about the occupancy indicator dead bolt.
Falcon goes back to Wieser days they made the DB.
It’s a Delayed Egress device.
If it wasn’t for the Exit sign, I would think this was just a restroom.
I don’t know what to think now!
I agree with Ross. It looks like a poorly placed exit sign. Adding an arrow would be helpful.
