At least they left the key in the padlock, which is impossible to remove.
My question is why do they have a latch guard on a rim device? My second question is why not center the latch guard to the interior head of the exit hardware?

It’s not a latch guard. DCI Pannex exit device uses a special latch and strike.
When it comes to safety, it is important to stay compliant with all regulations. The sign here says not to block the emergency exit, but in this photo, the exit is definitely blocked!
