Looks like the “hatch” or door on a ship that leads to an outside deck.
Well I would guess for this door in an emergency, or not if the barrel bolt is engaged than that would answer your question, but watch your step? The fact that it says secured area might need more input as an emergency exit. good picture and all to common
No apparent latching function.
Heavy paint and the steel riveted frame look like a NWT/Non water tight in a marine environment.
The railing and net along with the view in the lite look like maybe they lead to the fly bridge? Costa Concordia?
I would go with use it, but not sure where it will get you without water wings.
